From a societal viewpoint, there is reason to treat cyberspace as a political construct. This warrants a normative and discursive analysis. The present article purports to demonstrate the value of an International Relations approach. Since cyberspace is hardly a concept, it must be included in the IR theoretical corpus. Viewing it (together with its characteristics - transversality, opacity) through the concept of anarchy brings two consequences to light : an acceleration as well as a reorientation of international relations and their environment. These two impacts make it possible to recognize cyberspace as a catalyst of anarchy. Despite its conceptual fuzziness, cyberspace can be seen as an embodiment of technological advancement and risk. Such an aura is only mitigated by its status as a construct. Hence, the utility for research purposes of a constructivist and systemic approach (rather than a “realist” paradigm) of cyberspace-related issues resides in a conceptualization that can directly and fruitfully be used in a normative and discursive discussion.
