The government conducted programs on narcotics abuse and illicit trafficking through Law Number 35 of 2009 concerning Narcotics, comprising criminal and action sanctions that adhere to a double-track system. Following globalization, narcotics abuse and addiction no longer lead to imprisonment, but rehabilitation, which is preceded byan assessment ofthe addicts and victims by the Integrated Assessment Team (IAT). Therefore, this normative legal research was conducted using a prescriptivetechnique to solve problems surrounding the law, particularly concerning the strategy used in its implementation. Considering legal science is an applied science, academic legal research is expected to produce prescriptions.
