Wireless network congestion is increasing on 4G and other networks. Moving some mobile phone traffic to WiFi and DTNs is appealing. Cellular traffic to these networks may be latency-prone since mobile users may not always be connected. Longer wait times lower customer satisfaction. This study examines the conflict between labor outsourcing efficiency and client satisfaction. We propose a novel incentive to encourage consumers to leverage cellular networks' data delivery tolerance.
