Nowadays there is a widespread and gradual introduction of information and communication technologies (ICT) into the system of public administration in the Russian Federation. They are significantly changing all social relations. The formation of a new, information society is taking place. On the one hand, the use of ICT can achieve significant savings in time when receiving a public service from the authorities; on the other hand, the culture of receiving electronic public services by both business sector organizations and the population has not been formed yet.
