The prospects for competitive economic development, both national and regional, are determined by the sustainability and adaptability to the transformations of institutional (fundamental) and conjunctural level. The most important category and mechanism of integration of economic systems into the process of ongoing systemic transformation is the degree of receptivity of territories to this kind of transformation, based mainly on the effectiveness of the processes of scientific and technological development (STD).
