Abstract

Labour is on the concurrent list in the Indian Constitution, and regulatory provisions of the conditions of work, therefore, appear within the domain of both the State and the Central Governments. The Centre has passed a number of laws, but here too, the coverage of these laws as well as the rules regarding their implementation can be framed by the State Governments. The agricultural workers are covered in a piece meal fashion in various legislations and lack comprehensive protection of the minimum conditions of work. The avenues of stable and durable employment for them have been limited leading to inter-district and inter-State migration in search of better avenues of employment and wages.
